අධ්‍යාපන ඩිජිටල්කරණ ක්‍රියාවලියේ ප්‍රගතිය විමසා බැලීම සඳහා අග්‍රාමාත්‍ය කාර්යාලය, අධ්‍යාපන අමාත්‍යාංශය, ඩිජිටල් ආර්ථික අමාත්‍යාංශය, GovTech ආයතනය, ශ්‍රී ලංකා ගුවන් හමුදාව, ශ්‍රී ලංකා ටෙලිකොම්, ඩයලොග්ආදී ආයතනවල නිලධාරීන් සමඟ අග්‍රාමාත්‍ය ආචාර්ය හරිනි අමරසූරිය ජූලි 21 දින පාර්ලිමේන්තුවේදි සාකච්ඡාවක් පැවැත් විය.

එහිදී වත්මන් රජය ආරම්භ කළ නව අධ්‍යාපන ප්‍රතිසංස්කරණ සඳහා අවශ්‍ය ඩිජිටල් පහසුකම් සැපයීමේ ඉලක්කය සහිතව, අධ්‍යාපන, උසස් අධ්‍යාපන සහ වෘත්තීය අධ්‍යාපන අමාත්‍ය අග්‍රාමාත්‍ය ආචාර්ය හරිනි අමරසූරිය විසින් අග්‍රාමාත්‍ය ලේකම් ප්‍රදීප් සපුතන්ත්‍රී මහතාගේ ප්‍රධානත්වයෙන් පත් කළ කාර්ය සාධක බලකායේ මඟ පෙන්වීම යටතේ පසුගිය වසර තුළ පාසල්වල ඩිජිටල් යටිතල පහසුකම් සකස් කිරීම, ස්මාර්ට් පුවරු, අන්තර්ජාල පහසුකම් සහ පරිගණක ලබා දීම ඇතුළු ව්‍යාපෘති ගණනාවක් සිදු කරඇති බවත්, එමෙන්ම, ශ්‍රී ලංකා ගුවන් හමුදාවේ තාක්ෂණික සහාය ඇතිව ආරම්භ කළ NEMIS (National Education Management Information System) පද්ධතියේ HRM මොඩියුලයේ පළාත් හතරක කටයුතු මේ වන විට සම්පූර්ණයෙන් අවසන් කර ඇති අතර, ඉතිරි පළාත් පහේ තොරතුරු ඉදිරි මාස තුන තුළ ඇතුළත් කිරීමට සැලසුම් කර ඇති බවත් නිලධාරීන් පෙන්වා දුන්නේය.

ගුරු ස්ථාන මාරු සඳහා මෙම NEMIS (National Education Management Information System) පද්ධතිය ඉදිරියේදී භාවිත කිරීමට නියමිත අතර, මේ වන විටත් සබරගමුව සහ බස්නාහිර පළාත්වල ගුරු ස්ථාන මාරු කටයුතු මෙමගින් සිදු කිරීම ආරම්භ කර තිබේ.

තවද, දත්ත ඇතුළත් මානව සම්පත් කළමනාකරණ මොඩියුලය යාවත්කාලීන කිරීමද ඉදිරියේදී සිදු කිරීමට නියමිතය.

පාසල් සඳහා අන්තර්ජාල පහසුකම් ලබා දීමට Fibre තාක්ෂණය යොදා ගැනීමේ ප්‍රගතියද අග්‍රාමාත්‍යතුමියගේ අවධානයට ලක් වූ අතර දෙසැම්බර් 31 වනවිට එම පහසුකම් ලබා දී අවසන් කිරීමටත්, Fiber තාක්ෂණය යටතේ අන්තර්ජාල පහසුකම් ලබා දීම ප්‍රායෝගිකව අපහසු පාසල් සඳහා Wireless or Satellite තාක්ෂණය යොදා ගැනීමටත් තීරණය විය. මේ සඳහා සියලු සේවා සපයන්නන්ගේ තරඟකාරි යෝජනා සැලකීමට ලක් කර ඉදිරි ක්‍රියා මාර්ග අධ්‍යපන අමාත්‍යාංශ ලේකම් විසින් සිදු කිරීමට නියමිතය.

​LMS (Learning Management System) සහ NEMIS (National Education Management Information System) පද්ධති පූර්ණ ලෙස ක්‍රියාත්මක කරමින් සියලුම පාසල් ඒ හා සම්බන්ධ කිරීම, ’ඊ-තක්සලාව’ යාවත්කාලීන කිරීම සහ අධ්‍යාපන ඩිජිටල්කරණය වෙනුවෙන් අධ්‍යාපන අමාත්‍යාංශය හා GovTech ආයතනය අතර ගිවිසුම්ගත වීම ඇතුළු ඉදිරි සංවර්ධන කටයුතු රාශියක් පිළිබඳවද මෙහිදී දීර්ඝ ලෙස සාකච්ඡා කෙරිණි.

It is a social responsibility.

Parliament’s responsibility should not limit to approving expenditure.

It must also examine whether our public spending is producing the social and economic outcomes we need.

Prime Minister Dr. Harini Amarasuriya made these remarks while participating in the roundtable dialogue on "Financing the Care Economy: The Role of Parliament" held on 21 July 2026.

The roundtable was jointly organized by the Westminster Foundation for Democracy (WFD) and the Women Parliamentarians’ Caucus in Parliament.

The dialogue brought together Members of Parliament with an interest in the economy and finance, gender equality, and social care to strengthen understanding and exchange ideas on addressing barriers to economic growth through a gender-responsive analysis of the economy and the national budget.

Discussions focused on the importance of investing in the care economy and identifying practical measures to ensure that targeted investments in social care are reflected in the next Government Budget.

Addressing the occasion, Prime Minister Dr. Harini Amarasuriya stated,

When adequate and affordable care services are unavailable, families have to find their own solutions. In most cases, it is women who adjust their lives. They reduce their working hours, turn down employment opportunities, interrupt their careers or leave the workforce altogether. As a result, women lose income, professional opportunities and economic independence, while the country loses skills, knowledge and productive potential.

The Prime Minister stressed that care should no longer be regarded solely as a private responsibility but as a national economic and public policy priority

The Prime Minister stated,

’We need to stop treating care simply as a private responsibility to be managed within individual households. Care is a social responsibility. It is an economic issue. It is a gender equality issue. And it is a matter of public policy.’

Prime Minister Dr. Harini Amarasuriya further emphasized that investing in the care economy is not merely a social expenditure but a strategic investment in Sri Lanka’s economic growth and human capital. She noted that affordable childcare, quality early childhood education, eldercare services, support for persons with disabilities, and stronger social protection systems enable more women to participate in the workforce, create employment opportunities within the care sector, and strengthen families and communities.

The Prime Minister stated,

’Budgets are not simply financial documents. They reflect our priorities as a country. The decisions we make about where public resources are allocated tell us what we value and what we consider important for our development.

The Prime Minister also stressed that building a more inclusive and competitive economy requires creating the social infrastructure that allows women to fully participate in economic life.

Highlighting Parliament’s responsibility, the Prime Minister noted Parliament must go beyond approving public expenditure to ensure national budgets support investments in care infrastructure, social protection and public services that reduce the burden of unpaid care work and create more equitable opportunities for women.

The Prime Minister also highlighted the need for stronger evidence to support policymaking, noting that unpaid care and domestic work remain largely absent from traditional economic indicators despite being indispensable to the functioning of the formal economy.

A discussion on the implementation of a comprehensive national program with regulatory and educational solutions to protect children in Sri Lanka from cyber threats, online violence and negative impacts on their wellbeing was held in Parliament on July 21 under the patronage of Prime Minister Dr. Harini Amarasuriya.

In this special discussion organized with the participation of a multi-disciplinary working group of the Digital Education Task Force, there was consideration of how to balance ensuring access to the benefits of children’s digital participation with also safeguarding them from online harms.

As a number of countries around the world are discussing imposing age restrictions on children’s access to social media, there was a discussion of the complex process to introduce and enforce such bans - and the effectiveness of such measures to protect children from online harms. It was observed that in the first country to impose such a ban, a study found that 85% of children continued to use these platforms through other means. Potential unintended consequences of a ban were also discussed, including lost access to learning opportunities, increased use of risky platforms, loss of social connection and privacy risks for all users.

It was highlighted that a ’smart mix’ of multiple tools and strategies were recommended to effectively address the different types of harm that children faced, including grooming and exploitation, exposure to harmful content, disruption of sleep and compulsive online behaviours, and negative effects on development and mental wellbeing. These strategies included increased digital literacy and empowerment of parents as well as children, but also a focus on increasing accountability of online platforms, disabling addictive features and focusing on the implementation of ’Safety-by-design’ and effective responses to harm.

There was a discussion of the government’s commitment to following an evidence-informed approach and to cross-Ministerial cooperation for a comprehensive approach to child online safety and digital wellbeing.

In line with this process, there was also the presentation of draft school-level guidelines for online safety, cyber-security and digital wellbeing, for students, educators and parents. These have been developed drawing on international frameworks, national experience and existing Sri Lankan resource materials, with special attention to emerging risks and sources of harm. Following approval of the finalised guidelines by the appropriate bodies, they will be made available to schools nationwide with accompanying training and orientation for their implementation.

பாராளுமன்ற விவாத மண்டபத்தினுள் கடந்த காலத்தில் இடம்பெற்ற கலந்துரையாடல்கள் மற்றும் விவாதங்கள் குறித்து மக்களிடையே ஒருவித விரக்தி நிலவியபோதிலும், இன்று அந்த நிலைமை மாற்றமடைந்து பாரிய மற்றும் முக்கிய பங்காற்றல் பாராளுமன்ற செயற்குழு முறைமையினூடாக இடம்பெற்று வருவதாகப் பிரதமர் கலாநிதி ஹரிணி அமரசூரிய தெரிவித்தார்.

ஜூலை 21, பாராளுமன்றத்தை ஒத்திவைக்கும் வேளையிலான விவாதத்தில் கலந்துகொண்டு உரையாற்றும்போதே பிரதமர் இதனைத் தெரிவித்தார்.

அங்கு தொடர்ந்து கருத்துத் தெரிவித்த பிரதமர்,

விவாத மண்டபத்தினுள் தரவுகள் அல்லது தகவல்கள் அற்ற அடிப்படையற்ற குற்றச்சாட்டுகளை எதிர்க்கட்சி உறுப்பினர்கள் சுமத்துவதால், பாராளுமன்றம் குறித்து மக்களிடையே ஒருவித அருவருப்பான உணர்வே ஏற்படுகின்றது. ஆயினும், நிதிக்கட்டுப்பாடு, நிதி துஷ்பிரயோகங்களைத் தடுத்தல் மற்றும் ஜனநாயகத்தைப் பாதுகாத்தல் என்பவற்றுக்காகப் பாராளுமன்றக் குழுக்கள் மிகவும் தீவிரமாகச் செயற்பட்டு வருகின்றன எனப் பிரதமர் சுட்டிக்காட்டினார்.

குறிப்பாக, பொதுமக்கள் மனுக்களின் புகார்கள் பற்றிய செயற்குழு மூலம் வேறு எவ்விடத்திலிருந்தும் நீதி கிடைக்கப்பெறாத நாட்டின் சாதாரண பிரஜைகள், மக்கள் பிரதிநிதிகள் ஊடாகத் தமது பிரச்சினைகளைச் சமர்ப்பித்துத் தீர்வுகளைப் பெற்றுக்கொள்ளக்கூடிய முக்கிய இடமாக அது மாறியிருக்கின்றது. அதேபோன்று, செயற்குழுவினால் வழங்கப்படும் பரிந்துரைகள் குறிப்பிட்ட கால எல்லைக்குள் வழங்கப்படுவதும், அவை சரிவர நடைமுறைப்படுத்தப்படாவிடின் அது தொடர்பாகச் சம்பந்தப்பட்ட அதிகாரிகளை மீண்டும் அழைத்துப் பிற்செயற்பாட்டுக் கண்காணிப்பை மேற்கொள்வதும் அவசியமாகும். இந்த விடயம் குறித்துக் கவனம் செலுத்தப்பட வேண்டும்.

அத்துடன், செயற்குழுவின் முன்னால் சமூகமளிக்கும் அரச உத்தியோகத்தர்கள் இதனை ஒரு சிரமமாகவோ அல்லது தொல்லையாகவோ கருதக்கூடாது. மக்களின் வாக்குகள் மற்றும் வரிப் பணத்தின் பெறுமதியைப் பாதுகாக்கும் பொறுப்பை அவ்வதிகாரிகள் தீவிரமாகக் கவனத்தில் கொள்ள வேண்டும். மக்களின் வரிப் பணத்தில் பராமரிக்கப்பட்டு வரும் பாராளுமன்றம் மற்றும் மக்கள் பிரதிநிதிகளின் பங்காற்றல் குறித்து மக்கள் மத்தியில் சரியாக விழிப்புணர்வை ஏற்படுத்துவதும், ஜனநாயக நடைமுறையில் செயற்படும் விதம் குறித்த உரையாடலை உருவாக்குவதும் இத்தகைய செயற்குழுக்களின் விவாதங்கள் ஊடாக ஏற்படுகின்றது எனப் பிரதமர் மேலும் தெரிவித்தார்.

பிரதமர் ஊடகப் பிரிவு

இலங்கையிலிருந்து வெறிநாய் நோயை முழுமையாக ஒழித்தல், விலங்கு நலவாழ்வை உறுதிசெய்தல் மற்றும் வீதி விலங்குகளின் எண்ணிக்கையைக் கட்டுப்படுத்துதல் என்பவற்றுக்காகச் சிறந்த முறைமைசார்ந்த விரைவான தேசிய வேலைத்திட்டமொன்றை நடைமுறைப்படுத்துவது தொடர்பாக ஐக்கிய இராச்சியத்தின் முன்னணி விலங்கு நலவாழ்வு அமைப்பான ’Battersea’ மற்றும் சர்வதேச துணை விலங்கு முகாமைத்துவக் கூட்டமைப்பு (ICAM - UK) என்பவற்றைச் பிரதிநிதித்துவப்படுத்தும் விசேட பிரதிநிதிகள் குழுவிற்கும் பிரதமர் கலாநிதி ஹரிணி அமரசூரியவிற்கும் இடையிலான கலந்துரையாடலொன்று ஜூலை 21, பாராளுமன்ற வளாகத்தில் நடைபெற்றது.

இதுவரை செயலில் இருந்து வந்த 70% தடுப்பூசி ஏற்றல் இலக்கிற்குப் பதிலாக, குறுகிய காலத்திற்குள் அதிகளவிலான நாய்களுக்கு 3 ஆண்டுகள் வரை நீடிக்கக்கூடிய தடுப்பூசியை வழங்கும் ’No Dog Left Behind’ எனும் புதிய முறைமையை அறிமுகப்படுத்த வேண்டியதன் அவசியத்தை இப்பிரதிநிதிகள் குழு இதன்போது சுட்டிக்காட்டியதுடன், இதன் மூலம் தற்போது வெறிநாய் நோய் தடுப்பூசிகளுக்காக (Post-Exposure Prophylaxis) செலவிடப்படும் அதிக செலவீனத்தைக் குறைத்துக்கொள்ள முடியும் என நிபுணர்கள் சுட்டிக்காட்டினர்.

கால்நடை வைத்தியர்களின் பற்றாக்குறை மற்றும் நிர்வாகச் சிக்கல்களைத் தவிர்ப்பதற்காக, உள்ளூராட்சி மன்றங்கள் ஊடாகப் பயிற்சி அளித்துத் தடுப்பூசி ஏற்றல் பணிகளில் ஈடுபடுத்துவது குறித்தும் இதன்போது கவனம் செலுத்தப்பட்டது.

முதலில் மேல் மாகாணத்திற்குள்ளும், பின்னர் நாடு முழுவதிலும் இதனை விரிவுபடுத்துவதற்கும், இதனை ஒரு தேசியப் பணியாகக் கருதி நேரடியாகவும் வினைத்திறனுடனும் வழிநடத்துவதற்கு ’ஜனாதிபதி பணிக்குழு’ (Presidential Task Force) ஒன்றை அமைப்பது குறித்தும் கவனம் செலுத்தப்பட்டது.

வெறிநாய் நோயை வெற்றிகரமாகக் கட்டுப்படுத்துவதற்கு உயர் தரத்திலான தடுப்பூசைகளைப் பயன்படுத்துவதன் முக்கியத்துவம், தடுப்பூசிகளுக்கான குளிர்சாதன விநியோகச் சங்கிலியைப் (Cold chain) பாதுகாப்பாகப் பேணுதல் மற்றும் மத்திய அரசாங்கத்தின் மேற்பார்வையின் அவசியம் குறித்தும் நிபுணர்கள் இதன்போது தெளிவுபடுத்தினர்.

விலங்கு நலவாழ்வு மற்றும் வெறிநாய் நோயை ஒழிப்பது அரசாங்கத்தின் முதன்மை முன்னுரிமையாகும் என்றும், தற்போதைய நடைமுறைச் சிக்கல்களைத் தீர்த்துக்கொண்டு உள்ளூராட்சி மன்றங்கள், சம்பந்தப்பட்ட அமைச்சுக்கள் மற்றும் சர்வதேச அமைப்புகள் ஒன்றிணைந்து இந்த தேசியத் திட்டத்தை முன்னெடுத்துச் செல்வதற்குத் தேவையான ஒத்துழைப்பை அரசாங்கம் வழங்கும் என்றும் பிரதமர் கலாநிதி ஹரிணி அமரசூரிய தெரிவித்தார்.

ஜூலை 20 ஆம் திகதி கொழும்பில், இலங்கை பட்டயக் கணக்கறிஞர் நிறுவனத்தினால் (CMA Sri Lanka) ஏற்பாடு செய்யப்பட்ட CMA இலங்கை தேசிய முகாமைத்துவ கணக்கீட்டு மாநாடு 2026இல் உரையாற்றியபோதே, பிரதமர் இதனைத் தெரிவித்தார்.

நெருக்கடி, ஸ்திரத்தன்மை மற்றும் வளர்ச்சி, முகாமைத்துவ கணக்கீட்டுக் கோணத்தில் (Crisis, Stability and Growth: A Management Accounting Lens) எனும் தலைப்பில் இம்மாநாடு ஜூலை 20 மற்றும் 21 ஆகிய இரு தினங்கள் கொழும்பு Cinnamon Life ஹோட்டலில் நடைபெற்றது.

ஆரம்ப விழாவில் CMA தேசிய முகாமைத்துவ கணக்கீட்டு மாநாட்டின் சஞ்சிகையை உத்தியோகபூர்வமாக வெளியிடுதலும், கணக்கீட்டுத் துறையில் 50 ஆண்டுகால சேவையை நிறைவுசெய்த சிரேஷ்ட தொழில்வல்லுநர்களுக்கான ’பொன் விழா விருதுகள்’ வழங்குதலும் பிரதமர் அவர்களின் தலைமையில் இடம்பெற்றன. அரச உத்தியோகத்தர்களுக்காக CMA முகாமைத்துவ கணக்கீட்டு முறைமை பாடநெறியைக் கற்பதற்கு 100 பூரண புலமைப்பரிசில்களை CMA Sri Lanka நிறுவனம் அரசாங்கத்திற்கு வழங்கியமையும் இதன்போது இடம்பெற்றது. ’CMA Business Excellence Awards 2026’ மற்றும் தகுதிபெற்ற உறுப்பினர்களுக்கான ’Merit Awards’ விருது வழங்கல் என்பனவும் இங்கு இடம்பெற்றன.

அதனைத் தொடர்ந்து உரையாற்றிய பிரதமர்,

தற்போதைய உலகளாவிய அஸ்திரத்தன்மைக்கு மத்தியில் முகாமைத்துவ கணக்கீடு என்பது வெறும் நிதி அறிக்கையிடல் மாத்திரமல்ல, அரச மற்றும் தனியார் ஆகிய இரு துறைகளினதும் சரியான மூலோபாயத் தீர்மானங்களை எடுப்பதற்கு உதவும் முதன்மையான கருவிகளுள் ஒன்றாகும். நாட்டு மக்களின் அர்ப்பணிப்புகள் மற்றும் அரசாங்கம் மேற்கொண்ட கடினமான கொள்கை ரீதியான தீர்மானங்களின் காரணமாக இலங்கை இன்று நிதி நெருக்கடியிலிருந்து வெற்றிகரமாக மீண்டு வருகின்றது. குறிப்பாக உற்பத்தி, சுற்றுலா மற்றும் நிதி ஆகிய துறைகளில் ஏற்பட்ட முன்னேற்றத்துடன் உலக வங்கி இலங்கையை மீண்டும் ’உயர் மத்திய வருமானம் பெறும் பொருளாதாரத்தைக் கொண்ட நாடு’ என வகைப்படுத்தியிருக்கின்றது. இந்நிலைக்கு மத்தியில் பொருளாதாரத்தை மேலும் ஸ்திரப்படுத்தி, போட்டித்தன்மைமிக்க பலமானதொரு பொருளாதாரத்தைக் கட்டியெழுப்பும் சந்தர்ப்பமே நாட்டின் முன் ஏற்பட்டிருக்கும் சவாலாகும்.

கடந்த காலப்பகுதியில் சில அரச நிறுவனங்களும் அமைச்சுக்களும் தமது வருடாந்த நிதி அறிக்கைகளையும் கணக்கீட்டு அறிக்கைகளையும் சமர்ப்பித்திருக்கவில்லை. தற்போதைய அரசாங்கம் மேற்கொண்ட தலையீடுகளுக்கு மத்தியில் அவ்வறிக்கைகளைப் புதுப்பிப்பதற்கு நடவடிக்கைகள் எடுக்கப்பட்டன. எதிர்காலத்தில் குறிப்பிட்ட நேரத்தில் நிதி அறிக்கைகளை வழங்காத மற்றும் நிர்ணயிக்கப்பட்ட தரங்களை மீறும் அனைத்து நிறுவனங்கள் மற்றும் உத்தியோகத்தர்களுக்கு எதிராகவும் சட்டரீதியாக நடவடிக்கை எடுக்கப்படும். அரச நிர்வாகத்திற்குள் எடுக்கப்படும் தீர்மானங்கள் தனிப்பட்ட நிகழ்ச்சி நிரல்களின் அடிப்படையில் அல்லாது, சான்றுகள், தரவுகள் மற்றும் அறிவியல் ரீதியான அடிப்படையிலேயே எடுக்கப்பட வேண்டும். தற்போதைய உலகளாவிய தேவைகளுக்கு அமைவாக கணக்கீட்டில் தவறிவிடும் சுற்றுச்சூழல் சீரழிவு மற்றும் சமூகச் செலவினங்கள் குறித்தும் கவனத்திற் கொள்வது முக்கியமாகுமென நான் நம்புகின்றேன்.

அரசாங்கம் ஆரம்பித்திருக்கும் புதிய கல்வி மறுசீரமைப்புகளின் கீழ் உயர்தரப் பிரிவிற்கு தொழிற்பயிற்சிப் பாடநெறிகளையும் ஓராண்டு நிறுவனப் பயிற்சியையும் (Internship) உள்ளடக்குவதற்கு நடவடிக்கைகள் எடுக்கப்பட்டு வருகின்றன. அதற்காக நாட்டின் அங்கீகரிக்கப்பட்ட நிறுவனங்கள் மற்றும் அமைப்புகளின் ஒத்துழைப்பு அரசாங்கத்திற்குத் தேவைப்படுகின்றது.

டிஜிட்டல் தொழில்நுட்பம் மற்றும் செயற்கை நுண்ணறிவுடன் (AI) முன்னோக்கிச் செல்லும் புதிய உலகிற்குப் பொருத்தமான நன்னடத்தை மற்றும் மூலோபாயச் சிந்தனையுடன்கூடிய தொழில்வல்லுநர்களை உருவாக்குவதில் CMA நிறுவனம் உள்ளிட்ட தொழில்சார் நிறுவனங்கள் வழங்கிவரும் பங்களிப்பு பாராட்டத்தக்கதாகும் எனப் பிரதமர் மேலும் சுட்டிக்காட்டினார்.

இந்நிகழ்வில் இலங்கை மற்றும் மாலைதீவு நாடுகளுக்கான கனடாவின் உயர்ஸ்தானிகர் இசபெல் மார்ட்டின் (Isabelle Martin), CPA Australia நிறுவனத்தின் தலைவர் பேராசிரியர் டேல் பின்டோ (Professor Dale Pinto), CMA Sri Lanka நிறுவனத்தின் ஸ்தாபகரும் தலைவருமான பேராசிரியர் லக்ஷ்மன் ஆர். வட்டவல உள்ளிட்ட CMA Sri Lanka உறுப்பினர்கள் மற்றும் உள்நாட்டு, வெளிநாட்டு பெருமளவு அதிதிகளும் கலந்துகொண்டனர்.
