The Prime Minister's Office carries out official duties of the Prime Minister of the Democratic Socialist Republic of Sri Lanka and provides necessary guidance, coordination facilities and leadership to achieve economic and social development goals in accordance with the government policies.

Moreover, the Prime Minister’s Office provides necessary leadership and guidance to fulfill the aspirations of people while standing by the side of them in the hour of need with great enthusiasm and commitment. It provides regular assistance in policy making and also necessary contribution, guidance and coordination through a people centered approach to achieve Sustainable Development Goals (SDG). It plays a crucial role in maintaining diplomatic relationships and international relations, through facilitating negotiations, conducting high level diplomacy with foreign leaders, countries, states and representatives and coordinating the efforts of various government agencies and departments involved in foreign affairs.

Christmas Day Message

As the month of December dawns, Christian devotees prepare to celebrate Christmas. The message of peace that echoed from Bethlehem with the birth of the infant Jesus continues to be honoured and revered by Christians across the world.

However, this year, the month of December has arrived not with the usual joy and festivity. It comes amid the sorrow, pain, and quiet anguish of thousands of our people affected by a natural disaster that has shaken the entire nation.

Yet, in keeping with the true meaning of Christmas and guided by the teachings of Jesus Christ, the people of our country have set aside their differences and come together in unity and solidarity to support those affected by the disaster. Through their actions, they have demonstrated to the world the values of love, compassion, and the noble teaching of Christ to love one another.

At this moment, we stand at a critical juncture where all communities must unite with a shared purpose and collective responsibility to rebuild the country and work together for the future of our nation.

We will continue to work tirelessly towards the common goal of building the “new country” envisioned by the many who have placed their trust in our government, and to ensure that their hopes and aspirations are fulfilled.

On this Christmas Day, let us renew our commitment to act together as citizens, guided by unity, love, compassion, and responsibility, in pursuit of our shared dream of a better tomorrow.

Prime Minister visits Badulla to inspect schools affected by the disaster: Special focus on student safety

Prime Minister Dr. Harini Amarasuriya undertook a special inspection visit to the Badulla District on the 24th of December to assess the damage caused to the school system as a result of the cyclonic weather conditions that recently affected the country.

During the visit, the Prime Minister visited Welimada Muslim Maha Vidyalaya (National School) and looked into the hazardous conditions currently prevailing at the school.

With the overflow of the Maa Oya due to heavy rainfall, the school premises have been severely affected by erosion, drawing the Prime Minister’s special attention. She discussed with officials and the school principal the direct threat posed to the school buildings, the serious risks that have emerged concerning the safety of students, and the potential loss of physical assets as a result of this situation.

The Prime Minister instructed the relevant authorities to take immediate measures to ensure the continuity of students’ education and the safety of their lives.

She further emphasized that the government’s attention has been drawn to implementing necessary technical solutions and carrying out rehabilitation work to prevent erosion.

The occasion was attended by Uva Province Governor Kapila Jayasekara, Minister of Plantation and Community Infrastructure Facilities Samantha Vidyarathna, along with government officials, teachers, and a group of parents.

Steps are being taken to Relocate Schools in risk prone Areas to Safe Locations - Prime Minister Dr. Harini Amarasuriya

Prime Minister Dr. Harini Amarasuriya stated that the Ministry of Education, together with UNICEF, will take necessary steps to renovate schools that can be restored quickly and to relocate schools located in high-risk areas to safer locations, following an assessment of schools affected by Cyclone Ditwah.

The Prime Minister made these remarks after inspecting the Meegahakiula National School in the Badulla District, which was damaged by Cyclone Ditwah, on December 24.

The Prime Minister also inspected the preschool that had been operating at the Ketawatta Yodha Ulpatha Community Hall, which was completely damaged after a tree fell due to strong winds. She instructed officials to take steps to restart the preschool at a safe location. Drawing attention to the proper payment of allowances provided to preschool teachers, the Prime Minister emphasized that authorities should identify preschools that can no longer operate due to damage following the disaster situation and ensure that allowances are paid to the teachers of those preschools as well.

Subsequently, she inspected the Passara Yuri Tamil Primary School, which sustained severe damage due to a landslide.

The visit was attended by Diyathalawa Dheerananda Thero, Uva Province Governor Kapila Jayasekara, Member of Parliament Samantha Vidyarathna, Provincial Chief Secretary Anusha Gokula, Principal of Meegahakiwula National School H.W.K.A. Padmakumara, Principal of Passara Yuri Tamil Primary School Ms. K. Indumathi, along with state officials, teachers, parents, and others.

India’s External Affairs Minister Meets Sri Lankan Prime Minister

India’s External Affairs Minister, Dr. Subramaniam Jaishankar, met with the Prime Minister of Sri Lanka, Dr. Harini Amarasuriya, on 23 December at Temple Trees, during his visit to Sri Lanka as the Special Envoy of Indian Prime Minister Shri Narendra Modi.

The meeting took place as part of the official visit aimed at holding discussions with Sri Lanka’s top leadership, at a time when the nation commenced reconstruction efforts following the devastation caused by Cyclone Ditwah.

During the discussions, the Minister of External Affairs of India reaffirmed readiness to extend support for Sri Lanka, including assistance in rebuilding railways, bridges, and strengthening of the agricultural sector in the country. He also highlighted the importance of having effective systems in place to respond to disaster situations, supported by strong legislative, administrative, and institutional frameworks. Both sides reviewed ongoing relief efforts and explored avenues to further strengthen bilateral cooperation in disaster response and recovery.

The Prime Minister commended the Government of India for the continued support, noting that the recovery process following the devastation caused by Cyclone Ditwah include beyond immediate relief efforts to long-term measures such as resettlement, and reconstruction of habilitation and infrastructure.

The Prime Minister further stated that steps have been taken to reopen schools as part of the process of restoring normalcy, with close monitoring in place. The Prime Minister emphasized the need to ensure stability, reduce vulnerability, and strengthen protection mechanisms highlighting the solidarity of the people, their strong spirit of volunteerism, and collective action demonstrated during the emergency situation.

Hanwella Rajasinghe Central College IT Centre Restored Within Two Days After Disaster Damage

The Information Technology Centre of Hanwella Rajasinghe Central College, which was damaged by a recent disaster, was restored to normal within two days and officially handed back to students on 22nd of December.

In line with a concept introduced by Prime Minister Dr. Harini Amarasuriya to support the digitalisation of school education, the Task Force for Digital Transformation of Education, together with OREL IT, undertook the restoration of the school’s IT Centre within a remarkably short period.

The IT Centre of Hanwella Rajasinghe Central College sustained severe damage due to the recent Ditwah cyclone.

As a result of the emergency situation, infrastructure in a large number of schools across the island was destroyed. Upon an invitation from the Secretary to the Prime Minister, OREL IT extended their support to restore the damaged digital infrastructure.

Under the guidance of the Prime Minister’s Office, OREL IT restored the IT centres of several disaster-affected schools in the Anuradhapura District within the past two weeks. Subsequently, OREL IT and the Task Force for Digital Transformation of Education worked together to restore the IT Centre of Hanwella Rajasinghe Central College within two days and handed it over to the students.

The Task Force for Digital Transformation of Education has already commenced activities to provide the necessary digital infrastructure for the digitalisation of schools, align with the education reforms and the digitalisation of education processes scheduled to be implemented from next year.

The event was attended by Senior Assistant Secretary to the Prime Minister Dr. Arjuna Rathnayake, Chief Executive Officer of OREL IT Dr. Upendra Pieris, other officials of OREL IT, government officials, teachers, and students.

The government manages the economy in a way that benefits all citizens.

Prime Minister Dr. Harini Amarasuriya stated that the government’s policy is not to grant privileges to a limited group, but to manage the economy in a manner that can be used for the benefit of the people.

The Prime Minister made these remarks while attending the ceremony to award scholarships to children of the Northern Province, held on the 21st of December at the Nelum Piyasa Hall of the Iranamadu Army Camp in Kilinochchi, in appreciation of students who achieved outstanding results at the 2024 G.C.E. Advanced Level Examination.

On this occasion, scholarships were awarded to 300 students who achieved excellent results at the 2024 Advanced Level Examination, representing the districts of Jaffna, Kilinochchi, Mannar, and Vavuniya in the Northern Province.

Expressing further views, Prime Minister Dr. Harini Amarasuriya stated as follows:

Due to the Ditwah cyclone, damage occurred in every district of the country. Essential infrastructure, schools, hospitals, and many roads were damaged. Even today, around fifty thousand people are unable to return to their homes.

The elderly population in the Northern region has experience of camp life, and we do not need to explain to you how difficult it is, as they lived in displacement camps for many years due to the war. However, our government has no intention of keeping people in such camps after this cyclone.

All damages caused by the cyclone and the disaster are being restored back to normalcy. Recently, we approved Rs. 500 billion for this purpose. There was no need to obtain loans or cut other benefits. Due to the economic management of the government and the President, funds were easily allocated.

The government is working to provide benefits to the people by strengthening the Treasury and managing funds properly.

The government is working on providing assistance to cleaning houses, constructing houses, developing infrastructure, as well as improving livelihoods. We have given special attention to education. The schools are reopened following the aim of restoring children’s daily activities back to normalcy. A school should not only be a place of learning, but also a safe and happy environment.

We faced a disaster situation while the Advanced Level examination was being conducted. At that time, I extend my gratitude to everyone who provided support to ensure the safety of students and the securing examination question papers and answer scripts.

From 2025 onwards, we are increasing allocations for education and strengthen the education system. Funds have been allocated in the 2026 Budget to resolve the residential accommodation issues faced by universities in Vavuniya and Kilinochchi. We are also allocating funds and taking necessary steps to develop the school system across the Northern Province as well as the entire country, and to enhance digital technology.

Recently, the Ministry of Education conducted a progress review for the year 2025. We cannot be satisfied with the progress in the Northern region. The funds allocated have not been utilized properly. We expect greater progress from the Northern Province. I remind District Coordination Committees to function with greater commitment.

We are taking steps to fill teacher vacancies in 2026. We are also working to fill officer vacancies. Strong cooperation from both the Ministry and the Province is required for the government’s new programme.

We acknowledge that Jaffna is a center of education. At the same time, education must also be developed in the districts of Vavuniya, Mannar, and Kilinochchi in the Northern Province. Every school is our school, and the children in those schools are our children. Therefore, it is essential to provide quality education to all children. When transferring teachers, steps should be taken to distribute them equally across all districts, and to act with an understanding that both individual development as well as collective development are placed at a important level.

Speaking on the occasion, Speaker Jagath Wickramaratne stated:

The President’s Fund has become a commonly used term among the people only from this year. Although it has been in operation in Sri Lanka for 44 years, its true purpose has been fulfilled only after the meeting held in January 2025 under the leadership of the President. At that meeting, it was decided to implement the activities of the President’s Fund at the Divisional Secretariat level, and this was implemented by February 2025.

During the past 11 months, 4,200 applications were received through Divisional Secretariats. From the Northern Province alone, 200 applications were received. In the past, only about fifty or sixty people from across the country applied for benefits from the President’s Fund.

This time, Rs. 4,899 million has been allocated from the President’s Fund for education, and Rs. 6,112 billion has been allocated this year for the people of the country.
