Domestic production should be increased
 

Prime Minister D. M. Jayaratne states that assistance should be given to clever and competent individuals and companies to build up a vibrant economy in Sri Lanka. Mr. Jayaratne also affirmed that government is committed to provide infrastructure requirements and financial assistance in this regard.

He made these comments at the “Ceylon National Chamber of Industries Achievers Awards 2010” for industrial excellence at the Cinnamon Lake Hotel yesterday (01) evening. Mr. Jayaratne, chief guest of the event, said that Sri Lanka is losing valuable foreign exchange due to the lag in domestic production of food products. Premier pointed out that time has come to put an end to this situation and immediate measures should be taken to develop the domestically producible food items. These of measures will improve county’s agricultural sector and expand employment opportunities available in the economy.

Newly developing countries such as Sri Lanka are compelled to utilize new and advanced technology to improve the productivity of their ventures. As the poor countries such as Sri Lanka cannot afford to acquire these technologies, they tend to stick onto old low productive methods using manual techniques in their industries and production. Therefore the developed nations must take immediate steps to share technological knowhow in a bid to save the developing countries from the vicious cycle of poverty.

Over 17 billion rupees is annually spent to import spirits that are domestically producible using coconut, palmyra and kitul. Further, by increasing sugarcane production the domestic demand for sugar can be supplied easily and thereby the country will be minimising the import cost of sugar. Prime Minister said.

Chinese investors eying on energy, trade and tourism
 

Chinese investors have paid their immediate attention on exploring the scope of investments they can spearhead within Sri Lanka in primary sectors such as power & energy, trade and tourism. A delegation of high level Chinese investors are scheduled to arrive to the country to explore these opportunities available in Sri Lanka and also to take part in Sri Lanka’’s trade fairs with the aim of gaining insight into the potential investment opportunities in the country.

Governor of China’s Yunnan Province Mr. Qin Guangrong made these remarks at the bilateral discussions held between the two countries yesterday (31), at Visumpaya official residence of Prime Minister D. M. Jayaratne.

In this regard, Governor Guangrong further stated that Chinese investors are paying particular attention on producing wind power, solar power and if possible bio mass. Mr. Guangrong asserted that these regular and irregular exchanges will help to explore the scope of cooperation and enhance mutual relations between the two nations.

Speaking on the prospects of tourism Governor Guangrong pointed out that Yunnan Province of China is gifted with beautiful mountain ranges which is a primary tourist attraction of the area while Sri Lanka is popular for its exquisite beaches and is considered a small miracle among the foreign sightseer. Therefore if we are able to integrate and administer these two diverse natural resources to extend the flow of tourists between the two countries, such a programme will definitely boost the turnover levels and provide a new engine for our collateral ties. The Governor said.

In reply Prime Minister D. M. Jayaratne deeply appreciated the socio economic assistance and guidance extended by people of China and also pointed out that prospects for tourism, especially in North and East of the country is extremely high. Therefore, Premier requested the Governor of Yunnan Province to encourage Chinese investors to explore the potential opportunities in this part of the country.

Secretary o the Prime Minister Mr. S. Amarasekera, Chinese Ambassador to Sri Lanka Ms. Yang Xiuping and Sri Lankan Ambassador to China Mr. Karunatillake Amunugama were also present at the occasion.

China is committed to strengthen bilateral relations with Sri Lanka
 

The Chinese government pledged its unconditional support to enhance Sri Lanka’’s political, economic, and cultural development; it was affirmed by the Government of China at the bilateral discussions held between the two countries today (31), at Visumpaya official residence of Prime Minister D. M. Jayaratne.

The Governor of Yunnan Province of China, Qin Guangrong and 200 other Chinese delegates visited the country today with the aim of enhancing the excellent bilateral relations between the two countries.

Prime Minister D. M. Jayaratne addressing the meeting said that Government of Sri Lanka is pleased to incorporate China as a major stakeholder in Sri Lanka’’s development process with the active participation in major infrastructure projects such as Norochcholai Coal Power Project, Hambantota Port Project, Hambantota Bunkering Project, Colombo Katunayake Expressway and Mattala Air Port.

Premier further said that Sri Lankan government appreciates over 100 scholarships offered for the Sri Lankan students. He also requested the Chinese officials to offer more scholarships as the demand amongst young Sri Lankans for higher education is growing.

Mr. Jayaratne also congratulated the commencement of direct flights to Sri Lanka by China Eastern Airways and appreciated the personal efforts taken by the Governor and the Yunnan Government in this regard. I strongly believe that people to people cooperation and trade and tourism flow of Sri Lanka with Yunnan Province will be enhanced through the launching of this direct flight. The Premier said.

Further, Mr. Jayaratne stated that Government of Sri Lanka is planning to inaugurate the Hambantota Harbour on 19th November and President Hu Jintao has been invited by our President to grace the opening ceremony.

Prime Minister D. M. Jayaratne said President Rajapaksa is a leader who takes decisions according to the requirement of the nation and not on political grounds. Prime Minister pointed out that public interest requires the foremost attention of leaders than political agendas of a handful of individuals. Government’s development programme has the capability to leap the country up to the level of the most advanced economies of the world and the Premier also asserted that President Mahinda Rajapaksa has become an unparalleled figure in the political annals of Sri Lanka. Prime Minister made these remarks at a function held at the Visuddharama Vihara, Veyangoda, Gampaha on 22 August 2010.

The function was held to celebrate the laying of the foundation stone of the new Sanghavaasa of the Vihara. Wife of Hon. President Ms. Shiranthi Rajapaksa was also present at the occasion. ’’Mahinda Chinthana’’ programme is continuously supporting the development of local industries therefore the task of improving the production sector is made easier under the leadership of President Mahinda Rajapaksa, Mr. Jayaratne said. Most countries of the world economically developed themselves by establishing progressive perceptions and through unending sacrifice. Therefore, we should setup plans which have the capability to solve the unique socio-economic issues of Sri Lanka. These measures will improve county’s overall economic situation and expand employment opportunities available in the economy. The construction of the Hambantota Port will create new employment opportunities for the rural poor. Although it was claimed by certain factions that its construction is an impossible errand President Mahinda Rajapaksa has made it a reality.

Time has come to make a change in the perceptions of our society
 

Deputy President of All Island Women’s Association of Sri Lanka Freedom Party and the Spouse of Prime Minister Mrs. Anula Yapa Jayaratne said that time has come to make a progressive change in the perceptions of our society.

She pointed out that such a change is necessary to strengthen the development programme spearheaded by the government. Mrs. Anula Yapa Jayaratne made these comments at the 61st annual general meeting of All Island Women’s Association held yesterday (08) morning. She also stated that just as the involvement of women was critical in building peace in the country, women’s participation is equally important to reinforce the development process of the nation.

Hon. President Mahinda Rajapaksa was determined to end the civil war that plagued the country for more than three decades and the women of this country have contributed towards this aim in myriad ways. Therefore, Sri Lankan women had engaged themselves in an extremely important task and now, at a time when the society is experiencing many changes at a pace, there is a massive responsibility on the shoulders of Buddhist women of this country to protect Buddhism and to end the era where being a Buddhist is only limited to a placard.

Most countries of the world economically developed themselves by establishing progressive perceptions and through unending sacrifice. Therefore, we should setup plans which have the capability to solve the unique socio-economic issues of our country and I believe that even at this moment we have failed to exploit the vast array of natural resources available in Sri Lanka.

Without a correct plan we are incapable of developing the country and it is also useless to hail themes such as ’Api wawamu, rata nagamu’ without addressing the matter on practical grounds. We, as housewives, should start cultivating our lands and I’m sorry to say that still Sri Lanka is a mendicant sate. We can possess very different political ideologies but when it comes to developing the country economically we all should unite to achieve a common aim.

Even in the past women have contributed in many ways for the upbringing of the country and now the need has become more apparent than ever as 52% of our population is women. What women of this country require is not equal treatment, what they require is a suitable position. In a patriarchic society the breadwinner should take the upper hand but that does not imply that he has the right to physically molest the woman. It is surprising that although world’s first female Prime Minister was elected in Sri Lanka the women of this country have not yet gained their suitable ranks.

Peace and co-existence is an important factor for the wellbeing of a society and people should gain what they ought to receive. The leadership of our country has been bestowed to the correct person but it is impossible for the cabinet and the president alone to build peace in the entire nation, therefore it is important that we as women provide our utmost support to successfully achieve this task.

So far, the journey of All Island Women’s Association has been extremely commendable but we have to make its endeavours more practical. Mrs. Anula Yapa ayawardene also stated that it is important to setup a plan that embraces the lives of rural women who go through tremendous hardships in their day to day lives.

President of the All Island Buddhist Women’s Association Mrs. Chithra Dias, Secretary Mrs. Chithra Thilakasiri, officials of the District Women’s Committees and members of the association were also present at the general meeting.

Government will take due measures to facilitate Sri Lankan Hajj pilgrims
 

Prime Minister D. M. Jayaratne affirmed that government has taken immediate steps to facilitate the Sri Lankan Hajj pilgrims. Premier pointed out that official discussions in this regard were held with the Government of Saudi Arabia. Mr. Jayaratne made these comments at a discussion held with the Travel Agencies coordinating the pilgrims at the Ranmuthu Hotel, Colombo 03 yesterday (17).

Premier insisted that Travel Agencies have an immense responsibility to ensure the safety and attend the needs of the Hajj pilgrims. Therefore Mr. Jayaratne insisted that all Travel Agencies should pay extra attention to ensure all their customers a safe journey.

It is the responsibility of the government to protect every citizen of this country and the government has not failed to do so. Therefore, the government has taken immediate steps to increase the safety levels and facilities provided for our Hajj pilgrims.

Every Sri Lankan citizen has the freedom to worship any religion. People in North and East did not enjoy this privilege during the past thirty years. The government has been successful in securing the right of the North and East people to worship any religion as they wish and credit in this regard should go to President Mahinda Rajapaksa, Prime Minister D. M. Jayaratne said.

Terrorism that plagued the country for more than thirty years and due to other various reasons the cultural values of Sri Lankan society were degraded each day. In this regard Prime Minister stated that it is the intention of the government to eradicate this cultural backwardness of the country and to build a society that respects parents and elders and that is rich in cultural values. The assistance of the Muslim community is extremely vital for the government to achieve this task. The Premier further stated that regardless of religion, all citizens of this country should unite to work for the betterment of the nation.

Governor of Western Province Alevi Maulana, Deputy Minister of Buddha Sasana and Religious Affairs M. K. D. S. Gunewardena, Deputy Minister Faiser Mustapha and many other guests were present at the event.

French government pledges support for the development process of Sri Lanka
 

Government of France will continue to pledge its unhindered support for Sri Lanka’s development programme, French Ambassador in Sri Lanka Ms. Christine Robichon said at an official meeting held today (12) with Prime Minister Mr. D. M. Jayaratne at Visumpaya, the official residence of the Premier. French Ambassador during the discussion said that with the ending of civil war, Sri Lanka, has now stepped onto a new path of development and prosperity; and the Government of France is extremely happy that it is a major partner of this conclusive programme.

Government of France is already assisting the development and the reconstruction work of the North and East provinces through the French Development Agency. Under the patronage of the French Development Agency a number of projects are underway which focus on the supply of electricity, drinking water and transportation facilities in the area. The project will supply drinking water facilities to 300, 000 inhabitants of Trincomalee district.

In addition to these programmes five new bridges are being built on the A 15 main road which connects Trincomalee and Batticaloa districts, these new bridges will replace the use of ferries for public transport. Furthermore, the French Government will also undertake the replacement of unusable and damaged bridges in North with 50 metallic bridges; a French conglomerate will implement the programme, Ms. Robichon said.

In reply Prime Minster Mr. D. M. Jayaratne said that under the leadership of Hon. President Mahinda Rajapaksa the Government of Sri Lanka has given prominence to socio-economic development of North and East. Mr. Jayaratne said that a number of governments have helped Sri Lanka in this process and Government of Sri Lanka pledges its heartfelt gratitude for the unhindered assistance provided by the French people. Government has also allocated 400 million Rupees to setup an all inclusive hospital to improve the healthcare situation of the Northern province. Small scale harbours will be constructed on the coast line between Trincomalee and Kankesanthurai with the aim of revamping the fisheries sector that was impeded during the civil war. Furthermore, Prime Minister Mr. D. M. Jayaratne stated that steps have been already taken to distribute the surplus rice production of Eastern province into other parts of the country. Apart from the development programme the government has also commenced work to enhance peace and harmony between different ethnicities, the Premier said.

A national programme to preserve archeological sites in North and East
 

Prime Minister D. M. Jayaratne stated that a special programme is necessary to safeguard the archeological sites in North and East, he made these remarks at the 2600th Sambuddhathva Action Committee meeting.

Premier pointed out that parallel to the national programme to develop religious centres and archeological sites in North and East, archeological sites in the area should also be preserved. It is reported that some Chief Buddhist Monks in the area were threatened by the treasure hunters, therefore the Sambuddhathva committee has decided to direct the attention of the security forces regarding the issue.

Further, Prime Minister stated that when allocating land for the civilians in North and East, steps should be taken to prevent the archeological sites from being destroyed. There are 289 Buddhist temples in North and East and 88 sites which possess archeological relevance have already been identified.

A special program is needed to strengthen the trust between the police and public
 

Prime Minister D. M. Jayaratne highlighted the need to initiate a programme to enhance trust between police and the general public. He pointed out that if the relationship between the police and the civil society proves to be unhealthy, the wellbeing of society will be at stake. Premier made these remarks at a discussion held with Inspector General of Police, Mahinda Balasooriya at the official residence of the Prime Minister today (04).

It is heartrending that although the police has done a major contribution to ensure the safety of livelihood of the general public the due recognition has not been offered. Therefore, a special programme should be launched to appreciate the commendable service performed by the entire staff at Sri Lanka police. Premier further stated that power to penalise should not be bestowed to the public’’s hands and therefore police should always be intuitive and be sensitive towards its subjects.

In reply, Inspector General Mahinda Balasooruya said Department of Police has already taken measures to launch a programme to enhance the relationship between the general public and police. In connection with this programme one police officer is already assigned to each Grama Niladhari region.

In addition, the Inspector General said steps have been taken to improve the fluency of Tamil among the police staff and special attention is given to officers assigned to the North and East. Currently nearly 600 police officers were given lessons in Tamil and it is the aim of Department of Police to train 5000 officers during the course of next five years, Mr. Balasooriya said.

Senior Deputy Inspector General of Police M. K. Illangakoon was also present at the discussion.

Government is aware of the necessities of North East Muslims
 

Prime Minister D. M. Jayaratne affirmed that Government is aware of the necessities of North East Muslims. Mr. Jayaratne pointed out that Muslim community’’s contribution to end the three decade long civil war is commendable. Premier made these remarks at a discussion held with the religious leaders of All Island Jamiyyathul Ulama Association.

Mr. Jayaratne also stated that Muslim community has a responsibility in building peace in the country and stressed the importance of incorporating the views of North East people to achieve national integration successfully. The understanding among different communities is exceptionally high in Sri Lanka, therefore achieving nationwide peace has become relatively easy task compared with the other countries in the region.

In reply the leader of All Island Jamiyyathul Ulama Association Rev. Rizvi Mufthi said that Muslim community will provide their unconditional support to the government to achieve peace and harmony in the country.

Government should setup a national programme to eradicate dengue outbreak
 

Prime Minister D. M. Jayaratne stated that a national programme should be deviced to eradicate dengue epidemic from the country. Premier pointed out that a broad agenda encompassing all major State, private sector and other non-governmental institutions is required to successfully overcome the challenge.

Government is focused on preventing the spread of the disease throughout the country and Prime Minister also said that steps were taken to destroy breeding grounds of mosquitoes and to supply ample amount of medicine to patients.

A broad national programme that mobilises the masses with the aim of eradicating the outbreak of dengue is the requirement of the day. Also, medicine that increase blood platelets count in dengue patients should be swiftly imported, national studies which are aimed at eradicating the disease should be given due prominence and also the assigned parties are responsible for providing the positive results of the government’s efforts to the citizens.

Furthermore, Prime Minister D. M. Jayaratne added that mechanisms used by other countries to eradicate the menace should be closely studied and special attention should be given to Cuban models in order to find lasting solutions for the issue.

Government to establish a Pali Language Development Authority
 

Government is setting-up plans to establish a Pali Language Development Authority. The matter was taken in to discussion at the 2600 Sri Sambuddhathwa Jayanthi President’s Committee meeting held under the patronage of Prime Minister D. M. Jayaratne. The necessity to include Pali language into the national school education curriculum was also discussed at the meeting. Currently only the Buddhist monastic colleges are conducting Pali language courses. Consequently, the main objective of establishing a Pali Language Development Authority is to include Pali Language studies into other national education curriculums as well.

Sri Sambuddhathwa Jayanthi committee points out that it is imperative to safeguard the Pali language to protect Theravada Buddhism. Therefore, the committee reiterated that a Pali language development programme should be swiftly initiated.

Although there are nearly 700 Buddhist monastic colleges in the country, only the prominent institutions provide the necessary attention to Pali language studies. The committee further pointed out that Sri Lanka is a nation that hails at the world stage in the Pali language studies and therefore it is timely to protect and uphold that position.

Regional Industry Services Centre for the Northern Province
 

A Regional Industry Services Centre was established in Northern Province to facilitate the process of industrial development in the region. The centre is located in Vavuniya and was opened by Prime Minister Mr. D. M. Jayaratne yesterday evening (11).

The new institution will assist the small and medium scale entrepreneurs of Northern Province by studying their issues closely and providing them with viable solutions. Also, the coordinating effort in connection with the 100 industries programme in Northern Province will be implemented through the newly established centre.

Setting up 100 industries and bringing in more local and foreign investments to the region will certainly help to alleviate the unemployment problem in North and will improve people’s quality of living and enhance living standards. And now, with the guidance of President Mr. Mahinda Rajapaksa the 100 industries programme is already devised and will commence work soon.

UN shouldn’t interfere with Sri Lanka’s internal affairs
 

Palestine Government says that United Nations should not continue to interfere with Sri Lanka’s internal affairs, Palestine Ambassador to Sri Lanka Dr. Anwar H. Alegha made these comments at an official meeting held with Prime Minister Mr. D. M. Jayaratne at the parliament today (08).

Although United Nations identifies itself as an unprejudiced organisation, Dr. Alegha points out that its undertakings are clearly biased towards the agendas of world powers. In connection, the ambassador stated that the neutral position adhered by the UN with respect to the cruelty unleashed by the State of Israel in Palestine, is a clear example of predisposed position of the organisation which claims to be impartial. Even though Palestine has made an official request to the United Nations governing council to inquire into the human rights violations in Palestine, it has not yet made any positive response to the call. The ambassador stated.

In addition, Palestine Ambassador Dr. Alegha stated that the Government of Palestine is committed to support Sri Lanka to counter the International pressure exerted by the world powers on matters which threaten the internal security and political stability of the country.

In reply, Prime Minister Mr. D. M. Jayaratne stated that GoSL immensely appreciates the support of Palestine and also, the bilateral relations between the two nations should be further strengthened, which will benefit both countries economically.

A national programme is necessary to renovate Hindu religious centres
 

Prime Minister Mr. D. M. Jayaratne stated that a national programme is necessary to renovate Hindu religious centres in the island and a special programme will be launched through the Department of Hindu Religious Affairs in this regard.

He made these remarks at Hindu Religious Affairs Committee meeting held at the parliament complex today (6). Prime Minister chaired the meeting as the Religious Affairs Minister.

During the discussion special attention was paid for Hindu religious centres in North East destroyed by civil war and it was revealed that 1, 471 Hindu religious institutions in the area were ruined due to the conflict.

The Tamil MPs expressed their satisfaction over the efforts made by the government to repair Hindu temples damaged by war and requested the Prime Minister to grant Rs. one million to each Hindu temple in Sri Lanka to cover their development expenditure. Further, Prime Minister stated that religious values should be incorporated in the process of economic development to enhance ethnic harmony between nationalities.

Minister Douglas Devananda, Deputy Minister Vinayagamurthy Muralidharan, Deputy Minister K. D. S. Gunewardena and Tamil MPs were also present at the discussion.

Foreign funds incorporated to develop religious institutions in North East
 

Prime Minister D. M. Jayaratne stated that apart from the government provisions, foreign funds will also be allocated to develop the religious institutions in the North and East. He further pointed out that the programme to develop religious institutions in North and East will commence next week.

He made these remarks at the Islamic Affairs Committee meeting held at the parliament complex today (5). Prime Minister chaired the meeting as the Religious Affairs Minister and claimed that he will take measures to introduce a programme based on every religious institution in North and East incorporating religious values for the purpose of economic development.

The need to introduce a firm set of laws to rectify issues regarding North and East Islamic religious centres and broadcasting Islamic religious sermons in public places is also taken into discussion during the meeting.

In addition, Prime Minister instructed officials of the committee to set up an insurance programme which attends the needs of Muslim women widowed due to civil war. Mr. Jayaratne also pointed out that many social issues in the area can be alleviated by implementing such a programme.

German government affirmed that Sri Lanka will record the highest FDI inflow in the South Asian region. German Ambassador to Sri Lanka Mr. Jens Ploetner made these remarks at an official meeting held with Prime Minister Mr. D. M. Jayaratne at the parliament complex today (01).

During the discussion Prime Minister stated that under the guidance of President Mahinda Rajapaksa Sri Lanka has now entered into a new phase of economic development, therefore as a developing country we greatly require the assistance of an economic power such as Germany. In addition, Prime Minister assured that Government of Sri Lanka is providing equal protection to all the five nationalities and requested the German envoy to assist the on-going economic development of Sri Lanka by initiating German investments in the island, revamping the tourist industry and providing the country with modern technology.

In reply German Ambassador Mr. Jens Ploetner mentioned Sri Lanka can record the highest inflow of FDI for the region. Therefore Germany too is planning to bring investments to Sri Lanka and in connection a high ranked delegation of German investors will visit the island in October. Also the Sinhala Ayurvedic medicine has gained popularity among the German public and therefore Sri Lanka is in a favourable position to gain from this sector as well. The ambassador stated.

Secretary to the Prime Minister Mr. S. Amaresekara was also present at the discussion.

Sri Lanka, India in joint navy training exercise
 

The Indian and Sri Lankan navies will hold a new joint exercise with the intention of strengthening the regional security. Matters pertaining to the joint-exercise were discussed at an official meeting held between Indian Admiral Nirmal Verma who’’s on a three day visit to the island and Prime Minister D. M. Jayaratne, at the Prime Minister’’s Office premises today evening (28). In addition, matters regarding the sharing of naval technology with respect to the maritime issues of the two countries were also discussed during the meeting.

During the discussion Prime Minister acknowledged the need to revive maritime public transport between India and Sri Lanka which would also upgrade the shipping facilities between the two countries. He pointed out that as a result the price of goods can be reduced considerably.

Secretary to the Prime Minister Mr. S. Amarasekara, Sri Lanka Navy Commander, Vice Admiral Thisara Samarasinghe and other high ranked Navy officers of the two countries were also present at the occasion.

A Branch of Jaya Sri Maha Bodhi will be sent to India
  Steps have been taken to send a branch of Jaya Sri Maha Bodhi to Buddha Gaya, India, in January next year commemorating the 2600th Themagul Festival of Lord Buddha.

The first round of talks regarding the matter was held at the Prime Minister’’s Office premises today (16). Headship of Indian Maha Bodhi Association and the Asgiri Chapter of Siyam Maha Nikaya, Rev. Udugama Sri Buddha Rakkhitha and Prime Minister D. M. Jayaratne led the discussion.

Steps have been taken to carry the Bodhi from Anuradhapura to Colombo and from Colombo to Bandaranaike International Air port in a vehicle parade performing religious rituals with the blessings of reverend monks.

Mihin Lanka Corporation will provide transport facilities from Bandaranaike International Air Port to Buddha Gaya, India. Prime Minister requested the organizing committee to implement the proceedings on a bilateral basis as the matter is of historical significance. The Commissioner for Buddhist Affairs is appointed to undertake all duties regarding the implementation of the above programme.

General Secretary of the Indian Maha Bodhi Association Dr. rev. Dodamgoda Rewatha including the reverend monks, Deputy Minister for Buddha Shasana and Religious Affairs M. K. D. S. Gunawardena, Secertary to the Prime Minister S. Amarasekera and Secretary to the Ministry of Buddha Shasana Chandra Jayathilaka were also present at the discussion.

The Sambuddhathwa Action Committee decides to obtain international help to
  The decision was made in order to celebrate the 2600th Themagul Festival internationally. The resolution was made at the committee meeting of Sambuddhathwa Action Committee, held at the Prime Minister’s Office today (15) morning under the leadership of Prime Minister D. M. Jayaratne. Prime Minister pointed out that the message of Dhamma can be spread across the world by celebrating the Themagul Festival internationally. Prime Minister further stated that it is the intention of the government to revive Buddhist ideals among Sri Lankan expatriates and to build Buddhist temples all around the world.

Steps have been taken to invite all Buddhist Associations’ representatives around the world to the International Buddhist Conference, scheduled to be held in Sri Lanka parallel to the Themagul Festival. The coordinating work that is required to make the event a success will be carried out by the Ministry of Foreign Affairs. Although the United Nations (UN) has proclaimed Vesak Day as an international holiday, it was discussed at the meeting to educate the international community on the importance of implementing this measure practically. The committee also informed the Prime Minister that a programme should be implemented to reclaim the local Buddhist relics that were taken out of the country

The Prime Minister stated that a programme should be organised on the divisional level to educate masses on the Themagul Festival and ordered the committee to assign the relevant divisional secretariats and district secretaries to implement the said task. Divisional secretaries are assigned to integrate the participation of government as well as non-government parties to the Festival. The need to establish Buddhist associations around the country was also discussed in the meeting.

The organisational work performed at the divisional level will make it easier to re-strengthen the temple and the village. Prime Minister further stated that there exists some level of distance between the temple and the village folk; therefore there is a need to materialize the concept of the tank, pagoda, village and the temple.

The Deen of Kelaniya Unversity, Rev., Dr. Valamitiyaawe Kusaladhamma, Rev. Divyagala Yasassi, Rev. Brahmanavaththe Seevalee, Rev. Pallegama Hemarathna, reverend monks, Secretary to the Prime Minister S. Amarasekera, Secretary to the Ministry of Buddha Shasana and Religious Affairs Chandra Jayathilaka, Sambuddhathwa Action Committee Secretary K. Kalupahana were also present at the meeting.

Malaysia vows to assist Sri Lanka’s development programme
  Former Prime Minister of Malaysia Dr. Mahathir Mohamad said that Malaysian government is willing to assist Sri Lanka in the development of local agriculture. Dr. Mahathir Mohamad stated this at an official meeting held with Prime Minister D. M. Jayaratne at the Prime Minister’s Office today (10) morning.

In reply to Prime Minister D. M Jayaratne’s request to assist Sri Lanka’s development programme Dr. Mahathir Mohamad said that the Malaysian government will support Sri Lanka to employ modern technology to local agriculture.

Prime Minster also requested Former Malaysian Premier to influence Malaysian investors to exploit investment opportunities in Sri Lanka. Prime Minister D. M. Jayaratne further stated that Sri Lanka Government is ready to provide necessary infrastructure facilities needed for the investments.

During the discussion Former Malaysian Premier and Prime Minister D. M. Jayaratne exchanged broad views regarding the development process of Sri Lanka. Prime Minister pointed out that with the ending of war North and East areas of the country have become extremely viable for investments and employment opportunities can be generated through extended investments.

The need to strengthen trade between the two countries was also discussed. Therefore Prime Minister further pointed out that it is important to exchange knowledge and experience that the two countries possess regarding industrial productions.

It is the aim of President Mahinda Rajapaksa to make Sri Lanka the miracle of Asia. Prime Minister D. M. Jayaratne said that the global and local environment needed to achieve the above mentioned goal is already established.

Sri Lanka emerges as third highest foreign investor in Bangladesh
 

The Bangladesh High Commissioner for Sri Lanka Mr.Mahbubuzzamam met Hon. Prime Minister D. M. Jayratne at the Prime Minister’’s Office. They discussed matters pertaining to mutual relations between the two countries.

During the discussion Bangladeshi High Commissioner Mr. Mahbubuzzamam said that Sri Lanka is the third largest source of Foreign Direct Investments (FDI) for Bangladesh following USA and South Korea. He said, ’’Sri Lankan investors are mainly focused on producing leather products, garments and chemicals by investing in Bangladesh and many other projects which are implemented by Lankan entrepreneurs are ongoing’’. He also mentioned that trade between Sri Lanka and Bangladesh is not very large and therefore there is huge potential in the future for the two countries to expand its trading activities. "Trade between the two countries accounts to nearly 19 million US dollars, which is not very significant", he said. In addition he mentioned that many Sri Lankan students show great interest in following academic courses at Bangladeshi Medical Colleges.

The ambassador further stated that there are more than 2, 000 Sri Lankan nationals working in Bangladesh at the moment mainly in the garments business. Also nearly 400 visas are issued per month for Sri Lankans granting approval to enter Bangladesh.

Prime Minister D. M Jayaratne in reply said, "Sri Lanka has now stepped into a new path of development and the government of Sri Lanka appreciates the partnership of Bangladesh in this process". He also stated that it is a pleasure to continue a healthy relationship with Bangladesh especially because it is a member of the SAARC association.

Chinese envoy to Sri Lanka Yang Xiuping meets Prime Minister D.MJayarathna
 

The Chinese ambassador to Sri Lanka Yang Xiuping met Prime Minister D. M Jayarathna at the Prime Minister’s Office today evening. They discussed about matters pertaining to mutual relations between the two countries. During the discussion Prime Minister said the government of Sri Lanka is now on the verge of a major resettlement programme to bring back normalcy and social order to the previously war ridden North and East areas of the country and is also faced with the task of providing houses and essential infrastructure facilities to the people in the North and East.

The Chinese ambassador to Sri Lanka replied that the government of China is willing to assist the resettlement and rebuilding programmes of the Sri Lankan government and mentioned that Chinese investments are already flowing in to the country at a pace. She said that rice growing areas in North and East such as Mannar, Killinochchi and Batticaloa are provided with Chinese machinery by its investors and explained that these equipments are used as means of cultivation in rice production. She also noted that 91% of the labour force which is employed by the Chinese investors investing in Sri Lanka, are local workers and the rest of the 9% who are technically educated skilled staff is employed from China. Therefore she disclaimed the argument that China’s export of capital is a strategy to dump its workers in other parts of world, which creates very less benefit for the capital importing nation. Nevertheless she admitted that the highly skilled technical staff is Chinese and that accounts to 9% of the total labour force employed.

In addition she also claimed that China is planning to hold an educational exhibition in Sri Lanka promoting the Chinese education structures and also to create awareness among Sri Lankan youth about institutions providing higher education in China.

She also claimed that the China suffered immensely at the hands of the Western Powers and they were a major obstacle during the development process of China in the early 1950’s and onwards. She said that Western powers did not allow China to purchase natural rubber which was essential for her industrial ‘take off’. During that time Sri Lanka was willing to sell natural rubber to China as she was facing a lower demand for her rubber. Also at that time rice prices plummeted in the country creating a situation of political unrest. At that critical period Sri Lanka was willing to sell her rubber to China and China was willing to sell her surplus rice to Sri Lanka at a lower price. Both parties prospered from that relationship and the ambassador to Sri Lanka describes this critical period between the two countries as a landmark where ties between Chinese people and Sri Lanka was taken to a new level.

Government to appoint district level religious committees.
 

The government has decided to establish district level committees which encompass all religions. Buddha Shasana & Religious Affairs Minister and Prime Minister D. M. Jayaratne will initiate the programme and appoint committees in this regard.

The inaugurating step of the programme was held at the Kanthale Akbo Pura Raja Maha Vihara in Trincomalee District on the 30th May 2010. Buddhist monks, Hindu, Islam and Catholic priests of the district were present at the event.

A committee encompassing all religions was appointed to make decisions regarding the religious matters of the area following this discussion. The head of the Sri Bodhi Raja Vihara in China Bay, Trincomalee, Venerable Dehiovita Piyatissa Thero was elected as the president of this multi-religious committee. Decisions regarding the religious matters of the area will be made by this committee.

During the discussions the Prime Minister said, "Religious disputes have become the main reason for conflicts around the world and it is a great pleasure that there are no such conflicts in Sri Lanka. It is the duty of the religious leaders of the country to safeguard the religious harmony in the country"

He further said, “Honourable President Mahinda Rajapaksa intends to develop the economic situation of the country in a religious framework and as the Buddha Shasana & Religious Affairs Minister of the country I’m responsible to initiate the programme in a practical manner.

In addition, he said that economic development sans religious upheaval will not serve any purpose for the country and therefore both sections should flourish simultaneously.

It is the intention of the government to establish these multi-religious committees in all districts including the North and East areas. It is essential to include these committees in the development process of the North & East which is devastated by thirty year long civil conflict.

We should concentrate on two main points in our development programme. One of those points is to build a strong level of consciousness in the society, which can be done only by the religious organisations with the leadership of Buddhist institutions.

There after we should mobilize this good consciousness to every corner of the society which is not a difficult task for us to perform. "As a nation we should think weather we remain in the dark forever, weather we depend on others forever; thus we should change the points of view of our children as well as our adults. We should overcome these challenges. Lord Buddha has taught us these points over 2, 500 years ago. We are still not too late to move forward as a developed nation; determination is the only thing that is required to achieve this task". He said.

Prime Minister further stated that President Mahinda Rajapaksa is behind every one of these steps protecting us like a giant tree which is an immense strength for us to continue with our mission.

Deputy Minister of Religious Affairs M. K. D. S. Gunewardena and District Secretary Major General, T. T. R. De Silva were also present at the occasion.

Japanese envoy to Sri Lanka Konio Takahashi meets Prime Minister D. M. Jay
 

The Japanese government has expressed its satisfaction on Sri Lanka’’s development process. The Japanese ambassador to Sri Lanka Konio Takahashi expressed these views at an official meeting with Prime Minister D. M Jayaratne held at the Prime Mister’’s Office today (31) evening.

The Japanese government has also expressed its satisfaction on the government’’s efforts to create ethnic harmony in the country. He also mentioned that Japan has been assisting Sri Lanka’’s development process in the past and the Japanese government is committed to continue its assistance to Sri Lanka in the future as well.

Japan has assisted the development process in the North through various projects. "The Japanese government has decided to assist the setting up of electricity supply from Vavuniya to Killinochchi and from Killinochchi to Jaffna as a part of a new project". Mr. Takahashi told the Prime Minister.

The new government has reduced the enactment of emergency law and is implementing a broad plan to resettle the displaced people. The ambassador said that Japanese government expresses its satisfaction on these humanitarian efforts of the government led by President Mahinda Rajapaksa.

Prime Minister D. M. Jayaratne said that Japan has assisted Sri Lanka since 1956 and Sri Lanka can never forget it. He said that Sri Lanka has stepped on a new path of development and the government of Sri Lanka expects the assistance of Japan in the future as well.

There is belief in the international community that the minor ethnicities are being deprived by the majority. But Sri Lankan government has protected the rights of the minorities even under legal grounds. Prime Minister said that providing government employment for the minorities is an example of this conduct. He said that governments such as Japan have the responsibility to create a better image about the new path of development which Sri Lanka has stepped into.

The Japanese envoy said that if there is a false belief on the conduct of the Sri Lankan government among the international community Japan will not hesitate to take measures in changing that.

Let us all wish to be morally righteous Buddhists
 

I consider it a privilege to address the Buddhists all around the world and most importantly in Sri Lanka, as the Minister of Religious Affairs and the Prime Minister at this glorious moment where we all celebrate the ‘Themangul’ Festival of Lord Buddha. In this watershed moment where we inch closer towards the 2600th year of Lord Buddha’s passing away, we all should be determined to bring about a more morally righteous Buddhist society in Sri Lanka. The first challenge we face at this important juncture is to build a compassionate society illuminating the real Buddhist values where caste, creed, race and social class are not considered as determinants of human value. The man, who perceives other human being’s pain as pain and joy as joy, can be defined as a real Buddhist. Never has he deemed caste, creed, race and social class as determinants of human value. A real Buddhist has the ability to clearly differentiate from what is wrong and right and it is such minds that we should plant in our society today. Under the leadership of His Excellency President Mahinda Rajapaksa we celebrate the first year of liberation of our country from the plague of terrorism, and the government has taken all measures necessary to lighten up the Viharas in newly liberated North and East areas of the country in a brilliant fashion for the ‘Themangul’ Festival of Lord Buddha.

I wish all of you may have the gift to understand the path of the Dhamma and be blessed with the Triple Gem, in this moment where North as well as South of the country is overwhelmed with Buddhist quintessence.
